The talk would first go over what this law covers, along with the context of its development and enactment. Then, I'd explain the main reasons why, over the course of a decade, it went from a worldwide symbol of internet regulation to a statute the main dispositions of which are either obsolete, irrelevant or about to be struck down. Finally, I'll lay out the possible alternatives for internet regulation that Congress might select to fill this potential vacuum.
Ivar Hartmann is an associate professor of law at Insper in São Paulo, Brazil. He is a founding member of the Platform Governance Research Network and an affiliate of the International Panel on the Information Environment. Ivar was previously an associate professor at FGV Law School in Rio de Janeiro, where he headed the Center for Technology and Society (CTS-FGV). His research focuses on online content moderation and technology applied to quantitative legal research.
