Abstract:
Erik Millstone will provide an evolutionary account of the changing ways in which the interactions between science and policy-making have been portrayed and understood from the late 19th century to the present day by scholars and policy-makers. That account will culminate in a contemporary model that has considerable descriptive and explanatory power. That model will however be contrasted with the previous late-20th century model that remains the conventional official orthodoxy, even though that model is demonstrably inadequate and misleading. The presentation will conclude by arguing that if the most up-to-date model was explicitly implemented, then science-based risk management policy-making could attain and reconcile both scientific and democratic legitimacy.
