Abstract:
Policies aimed at phasing out internal combustion engine (ICE) vehicles have gained substantial momentum in major automotive markets, including the EU and the UK. However, these measures are increasingly contested by certain incumbent firms and political actors. Hauke Luetkehaus provides a management scholar’s perspective, exploring how earlier innovation policies laid the groundwork for ICE phase-outs, the effects on established automotive manufacturers—particularly in the EU—and the critical role of policy mix credibility in ensuring effective implementation. The analysis also offers initial insights into why incumbent firms may have increasingly advocated for amendments to the EU’s 2035 ICE ban.
