Abstract:
Political economy accounts of the energy transition have mostly focused on electricity generation and networks. Here, we turn to the demand side, exploring how the electrification of homes is creating new markets for energy companies. Drawing on interviews with government officials, industry, and civil society, we trace the emergence of an ‘electrification fix’ in UK housing decarbonisation: a strategy that shifts public funding away from insulation and towards heat pumps, solar panels, and battery storage. We discuss the trade-offs in this approach, including what it means for who benefits from the transition.
