SPRU DIG-IT (Dialogue on Inclusive Growth, Innovation and Technology)

It is widely discussed that growth must not only be 'smart' but also 'inclusive' (EC 2020 Strategy, OECD Innovation Strategy, UK BIS Growth Strategy). Is this possible? What are the different frameworks which can help us understand why periods of 'smart' innovation led growth were not 'inclusive'?
