Policies to support a transition to a low carbon economy are constrained by the existing political paradigm in UK energy policy. The current 'regulatory state paradigm' with its focus on technology-blind, market-based instruments has been argued to obstruct progress towards a sustainable energy system. Recent energy policy developments indicate that the paradigm might be changing and thus open up possibilities for a move towards a low carbon economy. The project will be examining to what extent and in what ways the current energy policy paradigm in the UK is changing.
