Transformative innovation policy, new tensions and challenges on the policymaker side. 

For decades, SPRU research has had a great influence on the STI policy around the world. This influence has recently been renewed through the collaborative work of SPRU and 4 Science, Technology, and Innovation National Agencies from very diverse countries - Colombia, Norway, South Africa and Sweden - through the Transformative Innovation Policy Consortium (TIPC). Together they have built a new framework for transformative innovation policy.

However, in Colombia, in putting this new framework into practice through a new National STI Policy “Green Book 2030” new tensions and challenges have emerged. In this lecture, Alejandro Olaya, a former senior national policymaker in Colombia, will examine these tensions and look at possible lessons learned that could enrich the design of transformative innovation policies in other national agencies. 


Alejandro Olaya

Former Director of COLCIENCIAS – the National Agency of Science, Technology and Innovation of Colombia. Dr Olaya has more than 15 years of experience in science, technology and innovation policy and management, most of them in senior managerial positions in large private and public organizations. In these roles, he was responsible for designing and implementing a wide spectrum of policies, programs and projects at national and regional level. Currently, Dr Olaya is the Chris Freeman visiting fellow at SPRU (Science Policy Research Unit).
