Biography

Joshua Hutton obtained his MSc in Science and Technology Policy in 2014. His dissertation, entitled "Funding Biodefense: Gaps in the fence?", focussed on fiscal gaps in US federal biodefence funding for the first decade of the 21st Century. This was complemented with a historical narrative partially explaining trends in biodefence funding.

Joshua's PhD focussed on the processes by which so-called "Lessons Learned" reports are produced and used in the aftermath of the Ebola Crisis of 2014. In this project, a document analysis and elite interviews discovered path dependencies in learning from outbreaks, along with a clear consensus on lessons from the Ebola Crisis which follows this path dependent pattern. Findings from the interviews found that the processes of putting together large international reports create such path dependencies in learning from disease outbreaks.
