TSER Project on Restructuring of S&T Systems in CEECs

Aims and Objectives

This project had three main aims:

  1. To analyse, based on the available statistical information, what was happening to the science and technology (S&T) systems of the economies in transition (EIT).
  2. To use this information to assess on a comparative basis how the S&T systems of these countries were being restructured and how well, in this process, they were being integrated into the respective economies.
  3. To derive policy implications for EU and Central and Eastern European governments on issues of restructuring of S&T systems and East - West S&T re-integration.

More specifically project objectives were:

  1. To use the available range of S&T indicators for these countries and to analyse developments both within and between countries in the light of these indicators;
  2. To extend knowledge of what had been happening to industrial R&D and technological capabilities during the process of industrial restructuring and to look in particular at the degree to which there were signs of a re-integration of R&D into the industrial innovation process;
  3. To provide a comparative overview of the institutional transformation of S&T systems in economies in transition in order to better inform policy making at the EU level.
