European Union Law generally, but with special reference to concepts of solidarity and social citizenship. Formerly a specialist in EU competition law and the regulation of public services, he has been a leading scholar in solidarity for many years, with publications including a collection of essays edited with Yuri Borgmann-Prebil published as Promoting Solidarity in the European Union by OUP. Malcolm's work has been cited before the European Court of Justice (2021). His policy paper for the European Commission, 'Solidarity in Europe - Alive and Active', was published in 2018. His 2021 publication, 'Transnational Solidarity - a transformative narrative for the EU and its citizens?' 56 Acta Politica 220-241 was part of an interdisciplinary special issue, 'Solidarity in the European Union', which he jointly edited with Dr Irina Ciornei of the IBEI Barcelona. Malcolm and Irina previously co-authored a Policy Review for the European Commission, 'Transformations of European Citizenship: Beyond Free Movement', published in 2019. Other publications include an article with Dr Helena Howe (also from LPS Sussex) applying a resilience-led approach to farming: 'Brexit's shades of green - (missing) the opportunity to transform farming in England?' (2019) 31 Journal of Environmental Law 413-441. Malcolm's latest publication is 'The EU and the Narrative of Solidarity', a chapter in a major interdisciplinary book, The Cambridge History of the European Union (vol 2, pp600-625), published in Nov 2023 by CUP.
