Change is the most constant aspects of the period of time. It's a progression forward. Sometimes you go full circle but you don't arrive back at exactly the same spot that you were at before, you've moved on. The University has developed from a smaller base over a period of time; staff numbers have increased, there have been periods of development which have enhanced the University and its reputation. There have also been periods when there has been fear from some staff of redundancies, and these are a kind of cyclical situation when there are financial constraints placed on the University.
