Biography

Keith Holmes is a Visiting Research Fellow in the Centre for International Education. He is currently employed as an education specialist with the European Training Foundation ETF, an official agency of the European Union. Keith joined Sussex in 2006 from UNESCO's International Institute for Educational Planning IIEP in Paris where he worked for three years in the Higher Education and Specialised Training Unit as a Resident Fellow.

At IIEP Keith conducted collaborative research on skills development and lifelong learning, focusing on the reform and governance of public technical and vocational education and training institutions, and education for rural livelihoods in Sub-Saharan Africa and the Caribbean. Keith recently worked as a consultant with the UNESCO-UNEVOC International Centre for Technical and Vocational Education and Training, for the DFID-funded EdQual Research Programme Consortium, for the Commonwealth Secretariat and for the Working Group for International Cooperation in Skills Development WGICSD.

Prior to joining Sussex Keith taught at the masters level at IIEP and at the University of Bristol Graduate School of Education. His doctorate, awarded in 2001, was on Whose Knowledge for Educational Development? Research Capacity in Small States with Special Reference to Saint Lucia. He is a member of the British Association for International and Comparative Education (BAICE) and the Council for Education in the Commonwealth CEC

Research

Working primarily in the field of international and comparative education my research interests include educational planning and management; education for sustainable development; teacher education in the Western Balkans; education and training in South Africa and the Caribbean; and the implications of postcolonial perspectives for research, policy and practice.

In recent years I have focused on the organisation and management of technical and vocational education and training, education and sustainable rural livelihoods, and issues surrounding human resource development in small states.
