The project aims to understand how and why non-state actors become involved in the governance of CBW technologies and what, if any, barriers to entry or structures of co-operation were encountered by them.

This two-year project will conduct a survey of a sample population of non-state actors, including international organisations, non-governmental groups and industry to gather information on their role, the contributions they have made to dual-technology controls and their interactions with traditional regulatory actors also involved with CBW governance activities. This survey will then be followed by a series of face-to-face interviews with representatives of these groups.
